Edited by Готин_БГ - 14-Sep-2009 at 16:29 |

He meant Sofia-Burgas, not Sofia-Varna.
As to his description of the political situation in Bulgaria, I don't necessarily find it very accurate, but I agree that Sofia, as well as the whole country, needs billions of dollars in infrastructure investments if Bulgaria wants to catch up with the older EU member states. |

Sofia's budget for 2009 was 983 mil. BGN or ~ 0.5 bil. EUR. Although i don't agree with all of Gotin's remarks it was for sure obvious that the previous PM(Stanishev) had some kind of a war with the new one(Borisov) and ex-mayor of Sofia. And that war was lead by stopping some state co-funding for some important projects etc. That's not the major problem though at least for me.
The first problem as Andrej already pointed out is the 15-20 years of chaos that can't be caught up so quickly. The 2nd and major problem(for me) is the unadequate spending and the low quality rehabilitation works. For example many of the small streets get repaved with not 2nd but 10th quality asphalt(for the price of a top quality one), which get's new potholes not even a year later - then the same company wins again tender for it's renovation and receive's the same amount of money for doing the same thing year, after year, after year ... The same rutine happens with many other things connected with the infrastructure spendings of the municipality. Actually it was the major problem over the last not 4 but 8 years all around the country. It is hard to find even one tender of an infrastructure project that wasn't corrupt or made badly. The probelm is not if the budget is half a billion, one or two billions but how those money were spent. I know that corruption is a practice all over the world, bu it is one thing if you make such a scheme so a given company takes about 5 or 10% of the money under the table and other thing if it's 90% of the whole sum, which was the practice here. The major brake-through of Sofia's municipality is the making of good projects and winnig big contracts from the Euro funding programms - the 2nd metro line etc. That's a big success considering the fact that the state failed in almost any other sphere with these things. In the end Sofia really moves ahead ... but a lot slowly compared with the potential it has. Edited by pavche - 18-Sep-2009 at 15:28 |

![]() Much better than the 250 mil EUR I mentioned but still low per capita for a city of its size and profile. That wouldbe 356EUR/capita (if we take official population statistics). For Skopje it's twice as miserable 159EUR/Capita if we consider the cumulative budget of all the municipalities and the metro one. And then we got the amazing ~1280EUR/Capita for Zagreb. So IMO something stinks with the fiscal politics regarding Skopje and Sofia. In addition to all this, for Skopje, the city hasn't seen any government subsidizing in the past 20 years for large projects if we exclude the latest "new ancient" buildings frenzy which will hopefully be dealt with by the next big quake. As a matter of facts, this is the main problem and the main point where Sofia gets "discriminated" compared to other cities in our country. The state susbisides every city according to its population, but Sofia's population is at least 10-20% bigger than the official number, just because people don't register that they are living in Sofia. So others city have people living in Sofia, but they gain the money instead of Sofia ![]() In the end the projects for improvements of Sofia's infrastructure are good enough, they are working on some of them, but it will take time, and a lot of money. On the other hand the current state of the infrastructure in terms of nice asphault and staff like that is very bad, but my opinion is that we should concentrate on the bigger issues first, since better asphault is not going to help us with the incredible traffic jams on some of the boulevards ![]() The Metro is the best thing that is happening in Sofia and even though they were 2 years late, it's was going pretty well for our standards. The 2-nd line and the extention of the first are also going pretty well and they are working on relatively good speed. The ring road is at the oposite situation - the project is going reaaally slowly, but on the other hand they are doing it really nice - 3 lines in each direction + a local line and they are junctions on two levels on several occasions. I can imagine that if they've decided that instead of that they'll just make the road 3Х3 or 4X4 without any second level crossings and bridges, maybe the ringroad would be ready by now, but instead of that they are doing it the harder but for sure the better way ![]() ![]() |

![]() Welcome joro ![]() Unfortunately we can't say that we have a capital project going on in the city (one in the range of the Sofia metro, of course scaled down to Skopje needs). We have been discussing a lot about the projects of such magnitude that are an imprerative for Skopje as certain urban freeways and an LRT system. There were some talks and semi actions in these direction but at the end we only had a fiasco on all fields, and the saddest thing is that we probably should be happy about it because the planning was awful (for example for the 1st anticipated LRT line). Unfortunately, even purchasing new buses has become an abstract task for our city authorities. Edited by pbanks - 18-Sep-2009 at 17:37 |
