Што ќе никне на дивиот паркинг позади Македонска филхармонија

Изградба на нов парк на просторот зад објектот на Македонска филхармонија, кој со години беше неуреден најави денеска градоначалникот Петре Шилегов во одговор на советничко прашање на седница на Советот на Град Скопје. Тој одговори на прашањето на советник во Советот на Градот дали ни се заканува нова узурпација на овој простор од типот на Скопје 2014.

„Овој простор со години се користи како нелегален див паркинг. Бидејќи станува збор за неасфалтирана површина, на ова место паркираните возила разнесуваат прашина која дополнително го загадува воздухот и кал во дождливите денови која по напуштањето на паркингот се разнесува по улиците. Притоа подземниот паркинг под МОБ и Филхармонијата иако има огромен капацитет стои неискористен.“

Тој, додаде дека на ова место ќе биде изграден парк со површина од 14.000 м2 што го прави овој парк поголем и од Паркот на жената борец. Од овие 14.000 м2 за зеленило се предвидени околу 8.000 м2 во рамките на кои покрај постојните 23 дрвја ќе бидат засадени уште 60-тина нови садници. Остатокот од површината ќе биде зафатен со пешачки и велосипедски патеки, клупи, корпи за отпадоци, чешми, канделабри за осветлување и друго.
Овој простор е единствениот слободен простор во рамките на ДУП-от Мал ринг што остана незафатен од мегаломанските градби на проектот Скопје 2014. Ова го правиме и ќе продолжиме да го правиме затоа што на Скопје му недостигаат паркови и зелени површини, а не згради и споменици кои во изминатиот период беа градени и повеќе отколку што е потребно“ - нагласи Шилегов во одговорот на советничкото прашање.

Се надевам дека во скоро време ќе се најде некое слично решение и за оној во близина на Корчагин и ПС Кисела Вода.

A car in our neighborhood has not moved from its street parking space in over 3 years and parking is at a premium. It is properly registered and parked legally. Should we ask the car owner to move his car or just let it be?

Sorry, I'm having a little trouble with that.

Are you claiming that an automobile has been sitting in the same location for three years when it:
- Would be extremely dirty, regardless if it rains or not.
- Would have flattened tires.
- Would have its registration expire and be vulnerable to being impounded.
- Would interfere with municipal street cleaning.
- Would interfere with municipal road repairs.
If parking is indeed at a premium and you live in a fairly decent neighborhood, how is that even possible?
Call the police non-emergency number and report a potentially abandoned vehicle. Unless you live in a failing city like East St. Louis, Camden, NJ, or Detroit, the police will ticket it and then tow it within one week. If they don't, then call your city council member and have him or her look into it.

If the vehicle is NOT in a blighted condition and is legally parked, there isn’t anything to be done, unless your State / Municipality has legislated parking time restrictions for public streets; in California, the parking time restriction is 72 hours, unless otherwise controlled by more restrictive parking signage or by metered parking.
If it’s on a street designated as being “Private”, the HOA controlling that street could enforce its own parking rules, in accordance with your State’s Vehicle Code provisions, but if the Private street is not controlled by an HOA and merely serves as a private access easement for common use by adjacent properties, then there is likely nothing that can be done.
However, if the vehicle is in a blighted condition, whether on a public street / public right-of-way or on a private property / private street, there is likely a blight nuisance statute / ordinance that can afford you the legal remedy to remove the offending vehicle … contact the non-emergency number of your local law enforcement agency and ask to be directed to the appropriate unit that handles blighted, potentially abandoned vehicles.

Obviously, if the vehicle registration/insurance are being maintained, and if the car is not derelict (flat tires, etc.) you may have no recourse, because the vehicle is not abandoned or “junk”, and by your own admission, it’s legally parked.

Unlike downtown street parking, where long-term parking is restricted, residential parking “in front of one’s house” is far more relaxed.
Before you start a war with your neighbor (and you will if you pursue this), I suggest you ask yourself why the neighbor’s car is less worthy of parking on the street than yours. That’s what this comes down to.

If you’re in a suburban cul-de-sac, your “neighborhood” is pretty small. If you’re in a city neighborhood, which may be described as an area of 5 or 6 square blocks, you may have little say in the matter.
But, if the vehicle belongs to someone outside the neighborhood…that may be another matter. The vehicle might be a hub for illegal activity or worse. But you’d better know what you’re talking about before you open this can of worms. One option you might explore is to have the police investigate the tag and see if the vehicle belongs in the neighborhood…then act on what you learn. The police won’t betray the owner’s name and address, but they might learn that the vehicle is registered to someone miles away. If so, they may monitor the owners’ activities and learn something.

On the other hand, you may discover that the vehicle is registered to an elderly person with advancing dementia, and that the children are maintaining the car to keep grandpa satisfied in his final years.

We had a situation like this. An old van parked in a premium spot next to a coffee shop (small out door fast food outlet is a close description for coffee shop in Singapore ) for over a year. It had not moved and it was extremely dusty.
But it was legal. The parking and taxes were paid for. But I guess someone complained and it was moved eventually.

Reason for complaint? The coffee shop owner was using the old van to store his items. As storage space was at a premium, it was cheaper for him to get an old van and pay the normal parking rates than to actually pay for more storage space. Rent in Singapore is very expensive but season parking in public housing area is not too bad.
We never knew if it was a complaint or it was just that the van had to be moved and eventually scrapped. We just guessed it was a complaint cos we thought it was a very creative idea to save money and someone got jealous…

Еве како се паркира во Мичурин,поред бул.Трета Македонска Бригада(од фб)
Патем не е само тука има мал милион вакви локации низ градов,во строг центар паркираат во кал до колена(дивиот паркинг кај Корчагин,околу недоградениот Турски театар...)
