THE CHALLENGE OF URBAN FINANCE

Cities are like vast turbines generating wealth rather shall energy, but their massive power to contribute to economic development and to create opportunity delivers its benefits unequally. The challenge to cities is to tap the wealth they generate to finance the many common goods (services like water, power, garbage collection, and transport systems) that are so essential to making cities livable and to maintaining their productive potential. Failures to do this fall particularly heavily on the urban poor, but also affect the capacity of cities to attract private investment in an increasingly competitive and integrated world market. Firms competing in the global market are attracted to cities with reliable ports, and road, water, electricity, and telecommunications systems.

The level of resources already devoted to urban services is not insubstantial at 2-5 percent of GDP. Yet, often these investments do not perform as effectively as they could in meeting the demands of rapid urbanization and maintaining the productivity of cities, due to tile weakness and inefficiency of traditional institutions and incentives governing urban finance

Traditionally central government control has been the standard both in raising municipal finances and deciding how to invest them. That arrangement, however, has grown increasingly unreliable and inefficient. Central governments are hard put to respond to diverse local realities and preferences. When times are tough and budgets in deficit, central control is particularly problematic; capital spending on infrastructure is often one of the first items to be cut back. As a result, service deficits in the mushrooming cities of the developing world remain enormous.  [1]

Crimes
Some crimes against property (e.g., graffiti and vandalism) and some "victimless crimes" have been referred to as "quality-of-life crimes." American sociologist James Q. Wilson encapsulated this argument as the Broken Window Theory, which asserts that relatively minor problems left unattended (such as litter, graffiti, or public urination by homeless individuals) send a subliminal message that disorder in general is being tolerated, and as a result, more serious crimes will end up being committed (the analogy being that a broken window left unrepaired shows an image of general dilapidation).
Wilson's theories have been used to justify the implementation of zero tolerance policies by many prominent American mayors
, most notably Oscar Goodman in Las Vegas, Richard Riordan in Los Angeles, Rudolph Giuliani in New York City and Gavin Newsom in San Francisco. Such policies do not tolerate even minor crimes, it is argued, in order to improve the quality of life of local residents. However, critics of zero tolerance policies believe that such policies neglect investigation on a case-by-case basis and may lead to unreasonably harsh penalties for crimes.

The percent of religious adherents in a state is correlated with the harmony domain of the QOL and negatively with an indicator of stress. After reviewing relevant previous studies, I examine data from the 1972–1996 General Social Survey Cumulative File. It shows happiness to be associated with the frequency of attendance at religious services, with denominational preference, and with doctrinal preference. Happiness also is associated with certain religious-related beliefs: belief that the world is evil or good but not belief in immortality. In a discussion of these and other findings, hypotheses are suggested to explain and to further explore the effects of religion upon the QOL. Among the conclusions: our conception of the "good life" rests heavily upon Judeo-Christian ideals...

Frugal Living - Less is More ...making a conscious choice to not submit to what popular culture defines as quality of living. I live in a nice place and am able to provide healthy food on the table, clothing myself and my little girl, while living on a modest income. ако нешто не прави среќни тоа е остварувањето на сопствените идеали, но слично ко птица во кафез што ќе му надробат идеолозите на човека тоа и ќе срка! та некои иако имаат - се' им е малку, а други и немаат многу но живеаат задоволно, пример северна кореја која има народ колку во екс-ју а смирени и задоволни ко сите да се тибетски монаси, но зад оваа маска на соживот и благосостојба е стравот како инструмент за тренирање среќа, чии ефекти диктаторите прекасно ги согледуваат [1][2][3][4][5]

сепак и кај диктаторските режими може да се сретне и позатегнат и поопуштен начин на живот, слично како компарацијата во пост 18 понапред за северњачкиот и јужњачкиот менталитет, така и во диктатурите има технократски и патријахални навики, пример куба ни малку не се ко кореја и иако построени сепак се тропикалисти [1][2][3]

ваков синкретизам не очекував дека ќе најдам,менаџмент и маслов ама истоварено смело ко рингишпил и сладолед,но ајде не дека неможе додека центрифугата си тера и сладоледот да си тече!сепак корисно за секого што сака и себе и на другите да им помогне,а имајќи предвид дека работодавачите очекуват преку ноќ максимум немајќи абер во каква положба им е тајфата,неретко и сами запаѓаат во дилириум налик неисполнети рокои,промашена инвестиција,па и стечај!можеби решение е заедничко градење манастир или фарма на крајот од годината(кој што милува) а само како би се зајакнале врските,мотивацијата,креативноста кои се некаде при врвот на пирамидата на Маслов

се додека има авторитети кои се борат за ротациска моќ од масите односно избирачите,или оние кои гледаат по секоја цена да ја добијат или задржат таквата моќ,и најдобар систем да воведат истиот ќе си смрди и понатак во главата

но се додека не пукне балонот кој засега само издишува (дефинитивно доколку падне само и една светска берза) тешко дека ќе чуеме за колективна емпатија!
инаку размислите од клипот во претпоследниот пост #36 би наишле на плодна почва единствено ако материјализмот е потиснат од самоодржлив хуманистички идеализам,но доколку човек нема поголема цел од комфорен живот пополека и во ваков случај повторно се свртува кон ненаситност,односно се претвара во формален идеалист,нопроцес кој не е погубен колку што преку него доаѓа момент на преиспитување кое пак на крај доведува или до Христијански Социјализам или Комунизам ајде да бидам искрен потребен е систем налик Хипи Комуни ко што функционирале ранохристијанските хипици,сепак овие денешниве не мора да бидат нит ко нив нит ко оние од 70сетите туку можат да бидат комотно и машносани а сепак кои би живееле од и за природата,ко што е чоеков од видеово
